On April 1st every year at Lake Tahoe Basin, California measures the snowpack to determine the amount of water the state can expect for the year. But this year - and this is no joke - the state measured a snowpack that was 5% of what is normally expected. Not 5% less - only 5% of the amount of snow the state gets every year. And leading into the fourth year of this massive drought that is not good news. Which led Governor Brown to enact emergency unprecedented water rationing to battle the drought.
